Under the direction of the Vice President of Campus Services, in conjunction and collaboration with the University Architect, the Associate Vice President for Planning, Design and Construction directs all project planning (including interior design & functionality), design, and construction management activities for Emory University to facilitate project planning, designs, budgets and schedules.

JOB DESCRIPTION:

  • Responsible for the planning and programming of facilities and space utilization, as well as efficiency studies, including hardscape/landscape studies and designs; capital projects (over $1M) and small projects from planning, project concept, schematic design through the construction phase to project closeout.

  • Leads and manages an organization that includes Directors, Planners, Program Managers, Project Managers and Administrators. Serves in large part as a client relations/owner's representative for EVPs, Deans, Directors and Directors and Unit Heads while bringing significant knowledge from campus services, real estate, research and other domains to bear on developing solutions for those that have limited information and/or more limited perspectives with an emphasis on assisting those leaders in understanding the commercial mindset of ownership and the efficient utilization of the facility resources.

  • Responsibilities include working with, directing some elements of planning and supporting the facilities and space requirements of university-wide academic and administrative facilities as required. Understands the general nature and workings of academicians, researchers, clinicians, and administrative support units and helps gear projects to deliver Emory's missions through its facilities in a cost-effective manner.

  • Responsibilities include workload management, resource scheduling, and management of the departmental budget. Understands and implements the capital funding process and mechanisms of the University as well as processes for project planning, design, documentation and construction funding and distribution.

  • Responsible for project scheduling, including milestone identification, as well as the logistics and impacts of construction on the University. Reviews and ensures that all contracts and required project documentation needs are met.

  • Establishes and maintains the technical base of knowledge for Emory's physical facilities. Responsible for technical reviews of project documents for constructability, maintainability, use of materials, and compliance with Emory's construction design standards.

  • Reviews and maintains all project budgets, and works with University leadership to make changes and corrections as necessary. Establishes and updates cost models, to include costs per square foot by building type and life cycle cost estimation, and construction database materials including market trends and fluctuations.

  • Shepherds projects through the financial approval processes that includes operating unit/school management structures, Ways and Means, Finance Committee, Woodruff Health Sciences Board, and either the full Board or the Executive Committee.

  • Works in collaboration and cooperation with other departments within Campus Services and across the University. Furthers the implementation of the campus sustainability guidelines including, but not limited to, the use of LEED on all capital projects.

  • Responsible for the selection and performance evaluation of qualified architects, engineers, specialty consultants and contractors; may serve as a chair or member of a committee in the consultant selection process.

  • Develops and implements an evaluation program for clients, architects, construction managers, contractors, and other consultants after project completion. Oversees the inspection and commissioning process for adherence to standards, contracts, codes and regulations and ensures that all needs are met for proper project closeout and hand over to Facilities Management.

  • Responsible for negotiating warranties and follow-through during the warranty period. Maintains close working relationships with Emory, DeKalb County, community leaders, and state and federal agencies, and ensures compliance with governing regulatory requirements.

  • Consistently encourages and demonstrates action to champion Campus Service's Mission, Vision and Values and its core principles: Culture, Workforce, Customer Experience and Innovation. Performs other related duties as required.

MINIMUM QUALIFICATIONS:

  • A Bachelor's degree in engineering, architecture, construction management, or a related field, and ten years of experience in planning, design, construction and capital program management with experience in institutional research and/or healthcare facilities preferably in an urban setting.

PREFERRED QUALIFICATIONS

  • A graduate degree in business or construction management preferred.

  • Proven success managing multiple small to large scale capital projects upwards in size of $25 - $50 million strongly preferred.

NOTE: Position tasks are generally required to be performed in-person at an Emory University location. Remote work from home day options may be granted at department discretion. Emory reserves the right to change remote work status with notice to employee.
