Job Description:


  • A Budget Office Senior Business Data Analyst serves as an organizational consultant on matters relating to Budget Planning data and databases by providing expertise to assist users in meeting their planning submission and reporting needs.

  • Manages internal technology systems, specific to databases, queries and reports. Provides technical support to Budget Office customers.

  • Supports development of systems/solutions for enhanced collection and reporting capabilities.

  • Ensures data accuracy and completeness. Develops data protocols, documents business processes and data standards.

  • Supports the acquisition, management and analysis of data from multiple sites or sources.

  • Supports the configuration and management of technology solutions supporting the receipt, transformation, validation and storage of data.

  • Ensures that the uses of data through reports and queries are appropriate.

  • Serves as an organizational consultant on matters relating to databases by providing expertise to assist users in meeting their needs.

  • Develops automated quality control procedures to assess quality of data and provides reports to data owners.

  • Works effectively within a group setting in areas of design of data collection instruments, database management, analysis of data, and creation of reports and dashboards.

  • Develops and performs appropriate analyses.

  • Provides explanations of analysis methods, assumptions made, and assists in interpretation of results and implications therein.

  • Documents methods and results through development and maintenance of standard documentation artifacts including data dictionaries, standard operating procedures and analysis methodology descriptions.

  • Works with onsite or field-based counterparts to coordinate consistent implementation of data quality control measures and provision of access to the central data repositories.

  • Performs related responsibilities as assigned.


  • A bachelor's degree in computer science or a related field, and three years of experience in processes and standards related to data, OR an equivalent combination of education, training, and experience.

  • Experience with relational database management systems such as, Oracle, Microsoft SQL Server, MySQL preferred.

  • Experience with statistical packages such as, SAS, SPSS, R preferred.

• Good communication skills - verbal, written and presentation - to be able to interact with the clients/stakeholders

• Experience with Business Process analysis and documentation

• Familiarity with understanding software implementation processes

• Familiarity with standard Software Development Lifecycle (SDLC) and methodologies

• Understanding of relational database structures

• Experience working with RDBMS like Oracle, Microsoft SQL server or MySQL database

• Experience with development and execution of SQL scripting

• Knowledge of Software Testing and Validation

• Understanding of principles of enterprise-level software support

• Exceptional problem solving skills and independent learning capacity

• Excellent technical skills, both in data management and analysis; and a high degree of proficiency with MS Access, MS Excel, and other analytical tools to manage database creation, data cleansing, and conducting analyses

• Effective communication/interaction skills for working with multiple constituencies

• Ability to work independently and with minimal supervision on multiple projects with competing deadlines

• Attention to detail

• Proven record of reliability and attendance

• Manage workload effectively and report status of tasks in a timely manner.

The Budget Office Business Data Analyst must possess the knowledge and analytic skill, as well as understanding of databases and data management techniques to conduct analysis and problem assessment effectively, merge datasets, create and design evaluation processes, and develop reports and translational documents; perform quality assurance and operational redesign; and be able to report these results and make recommendations to leadership team. The position calls for a self-starter with the ability to multi-task, effectively prioritize, and execute task with a strong attention to details. The successful candidate will have the aptitude to pick up institutional knowledge quickly. They will appreciate the importance data plays in supporting an institution dedicated to service, diversity, sustainability, research and education in the service of our community. This position will have responsibility for requirements collection and elaboration, report configuration and testing, user training and post-implementation system support. Manages data management solutions that may include the maintenance of databases, the extension and modification of data structures, development and generation of extracts, queries and reports, and the implementation of quality controls to ensure the integrity and reliability of data. Demonstrated expertise in translating business requirements into technical solutions, extracting and manipulating data and implementing quality controls.
