JOB DESCRIPTION: Plans, develops, and directs recruitment processes and employment programs. Works with management to understand current and future workforce needs. Assesses external labor market conditions and develops the most effective, economical and appropriate recruiting channels and methods. Maintains good relationships with all advertisement and recruitment agencies. Ensures all recruiting activities are consistent with the organization's policies and standards. Develops and implements programs, policies/procedures, and activities related to the recruitment and staffing of jobs through Open Recruitment and Emory Temporary Service for Emory University. Maintains compliance with regulatory requirements.
Serves as a technical expert in the employment and recruitment areas. Networks with organizational leadership to better understand the human resources issues and needs of their diverse business units. Assists in the development of the organization's strategic human resources plans. Develops and implements appropriate programs to respond to clients' needs. Monitors the effectiveness of human resources initiatives and ensures they are reviewed periodically to respond to changing environments or needs. Oversees the development, administration, and revision of human resources policies and procedures. Works with management and staff to ensure fair and consistent interpretation and application of policies and procedures.
Ensures employment practices comply with organizational and regulatory requirements. May provide direction to other human resources managers or to business units concerning employment issues. Manages special projects, defines work plans, and facilitates associated activities. Prepares, administers and monitors departmental budgets. Manages staff and is responsible for departmental employment, training, performance management, and salary administration activities. Performs related responsibilities as required.
MINIMUM QUALIFICATIONS: A bachelor's degree in human resources, business administration or related field. A related master's degree is preferred. Seven years of recruiting experience which includes at least three years in a leadership or managerial capacity. Excellent organizational and strategic thinking skills.
