Emory Healthcare/Emory University Export Control Officer in Atlanta, Georgia
The Export Control Officer (ECO) is responsible for implementing/managing an effective university-wide export compliance program and related processes. The ECO is the primary point of contact for internal and external inquiries regarding export control compliance.
The ECO's duties include:
Developing, implementing and assessing policies and procedures related to export control regulations, including, but not limited to, Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR) and sanctions programs administered by the U.S. Dept. of Treasury's Office of Foreign Assets Control (OFAC).
Advising members of the Emory community on export control issues such as international travel/shipments, deemed exports, and identification/handling of restricted persons.
Developing and delivering educational materials and training on export control requirements.
Reviewing/drafting export control terms in grant awards, proposals, and other contracts and agreements.
Leads and coordinates university-wide processes to identify areas requiring export control analysis (including research activities; contracts/grants/sub-recipient awards; service agreements; material transfer agreements; fieldwork; and international visitor/exchange programs), and applies federal export control laws, regulations and policies to those areas.
Serve as Emory's empowered official and apply for export control licenses when required, along with assuring adherence to license terms and conditions.
Development of any required technology control plans, including any related training on and monitoring of such plans.
Identifies equipment/materials on campus that may trigger export control obligations and works with procurement and other units involved in purchasing items for use on campus to develop processes for the proactive identification of export controlled items.
In consultation with the Office of the General Counsel and Emory leadership, serves as a point of contact for federal agencies such as the Departments of Homeland Security, State and Commerce regarding export control matters.
Bachelor's degree in a science OR engineering field and seven (7) years of experience working in the area of export control compliance.
Preference will be given to those candidates with a J.D. degree OR M.S./Ph.D. degree in a science OR engineering field OR in international trade controls.
U.S. citizenship is required.
The successful candidate should have:
An extensive knowledge of federal and institutional regulations on export controls including but not limited to EAR, ITAR, and OFAC sanctions.
Demonstrated ability to conduct comprehensive, detailed analyses of complex regulations and to effectively and efficiently assess factual situations under those regulations and develop appropriate recommendations for action.
Excellent written and verbal communication skills.
Ability to effectively communicate with a wide range of individuals and to work collaboratively with multiple university units.
Excellent organizational skills and the ability to work in an environment that requires management or multiple and rapidly changing priorities.
