The Emory Centers for Public Health Training and Technical Assistance Center (Emory Centers) consists of four unique subcenters, each with a dedicated focus to evidence-based/evidence-informed research and practice that engages communities in design/delivery of training and technical assistance that is inclusive, diverse, equitable and anti-racist. Emory Centers works with public health departments nationwide as well as national non-profit organizations. This position will work with the Program Evaluation and Quality Improvement (PEQI) subcenter to support evaluation projects for internal and external clients. JOB DESCRIPTION:

  • Provides subject matter expertise on evaluation concepts and methods, and maintain a working knowledge of established national evaluation frameworks and guidelines.

  • Facilitates meetings for purposes of identifying the evaluation focus, key evaluation questions, relevant process and outcome indicators designing and implementing evaluations and continuous quality improvement strategies, interpreting results and determining appropriate action steps, and/or providing technical assistance or training to internal and external audiences on evaluation methods, concepts, and tools.

  • Prepares final proposals for contracts and discusses project parameters, progress, and deliverables with clients.

  • Identifies key questions and objectives of program partners that can be readily informed by evaluation approaches.

  • Monitors progress of evaluation projects though all phases to assure adherence to programmatic objectives.

  • Develops data collection and analyses plans collecting, analyzing and interpreting the quantitative and qualitative data in the context of the program and justifying conclusions to use data and share lessons learned.

  • Develops and/or uses innovative methodologies and techniques for evaluation data collection, analysis, and presentation.

  • Reviews and edits professional reports written by evaluation team.

  • Supervises assigned staff positions and graduate research assistants.

  • Facilitates evaluation business development.

MINIMUM QUALIFICATIONS:

  • Master's degree and five years of professional experience in program evaluation, assessment, or quality improvement, or a doctorate degree and three years of professional experience in evaluation, assessment, or quality improvement or an equivalent combination of education, experience, and training.

  • Experience leading the development and implementation of evaluation plans and data collection tools.

  • Experience leading qualitative data collection and analysis efforts (focus groups, key informant interviews) required.

  • Advanced experience using survey management programs, qualitative analysis software and/or quantitative analysis software.

PREFERRED QUALIFICATIONS:

  • Graduate certificate or fellowship training in evaluation or closely-related field.

  • Demonstrated history of success in an evaluation role on multi-state/multi-site state systems change projects.

  • Experience with supervision of staff and evaluation teams, evaluation business/grant development, and managing project budgets, resources, sub-contracts and staff.

  • Experience working with grantees at federal or state levels.

  • Advanced experience using MAXQDA, ATLAS.ti, NVivo, or other qualitative data analysis software for analysis.

  • Advanced experience using R, SAS, STATA or other quantitative analysis software.

The role will be granted the opportunity to work from home.
