JOB DESCRIPTION:

Evaluates and analyzes major space programs and capital construction programs supporting the University Strategic Framework and Master Plan. Develops, designs and manages methodologies for capital construction programming and prioritization. Proposes the use of current and new technologies to provide better management and control over programs and processes. Develops databases to generate information used to successfully define program and work requirements and integration of numerous university IT systems data to support analysis of capital construction programming to generate reports for the VP and Chief Planning Officer and other University leadership to include, but not limited to, EVPBA, the Provost and Deans.

Coordinates efforts to constructively use available data to measure work performance and organizational metrics. Works with various academic and administrative units to improve organization performance levels by applying performance standards and benchmarks. Devises and develops detailed plans and objectives for the long-range implementation and administration of major aspects of capital project programming. Coordinates with University and consultant architects and engineers on space management issues. Conducts periodic audits to ensure that processes and procedures are adequate to ensure data accuracy. Leads and coordinates Capital Planning Committee scheduling, meeting minutes and notes to support Capital Improvements Plan.

Develops and coordinates project pro-formas through collaboration with administrative and academic units. Reviews detailed financial analyses prepared to support Capital Project Funding Requests. Challenges assumptions to ensure that the proposed capital investment is an appropriate use of the University funds and supports the long-term financial and strategic decisions. Ensures synchronization of capital investment initiatives with University financial goals. Measures and tracks the company's performance against commitments identified in financial and capital plan/forecasts.

Independently plans and prepares reports or other working documents related to complex capital construction program and financial planning issues. Maintains the space database to ensure consistency and accuracy for work management, space assignments, security, safety, and various information required to effectively manage facility operations. Prepares and gives briefings to the AVP, division supervisors, support staffs, auditors etc., regarding a variety of topics, programs, projects, etc. Uses power point or other presentation packages for the most effective exchange of ideas and information. Develops and communicates points of view of VP and Chief Planning Officer in order to prioritize projects and drive decisions on approval status.

Works with various consultants, architects and engineers to prepare project programs and images to support Advancement and Alumni Engagement (AAE) for donor collaboration. Provides special project support to the VP of Operations, Finance and Capital Planning including cash flow modeling, present value calculations, net present value calculations and broader industry related initiatives and techniques. Develops and maintains robust internal and external reporting processes. Performs related responsibilities as required.

MINIMUM QUALIFICATIONS:

Bachelor's degree in Business, Finance, Engineering, Management Information Systems or related field and 10 years of business process improvement, facilities, construction and/or business system analysis experience.

Excellent knowledge of financial systems and controls, spreadsheet and word processing applications, and database development and maintenance. Effective oral and written communication skills, and strong analytical skills. Ability to balance strategy formulation with focused execution leading to problem definition, recommendations and the development of implementation plans. Ability to multitask with research projects, data analysis, and coordination with the executive team. Ability to develop and report findings and recommendations in a structured, logical format. Exceptional problem-solving skills in rapidly changing environments, leading to recommendations of implementation plans to achieve the University's Strategic Plan goals and objectives.
