Project manager to develop plans, policies, training materials for the creation of a Medical Operations Coordination Cell (MOCC) plans for the Southern Regional Disaster Response System (SRDRS) and Georgia Coordinating Center supported initiative for patient movement.

The purpose of a Medical Operations Coordination Cell is to assist the State of Georgia and HHS Region 4 to have the plans and systems in place to ensure load-balancing across healthcare facilities and systems so that the highest possible level of care can be provided to each patient during a disaster or CBRNE event where healthcare resources become overwhelmed.

JOB DESCRIPTION:

  • Works directly with the Georgia Coordinating Center Director to serve as a liaison for both EMS and hospitals, improving the policies and procedures for the GCC and subsequent evolution of the Regional Medical Operations Coordinating Cell (MOCC)

  • Serve as subject matter expert for the creation of plans, policies, and procedures for the HHS Region 4 Medical Operations Coordination plan.

  • Serve as liaison to hospitals, Department of Public Health, and regional healthcare coalitions in the creation of regional Medical Operations Coordination plans.

  • Coordinates a diverse group of stakeholders and collaborating partners to set goals for specific project activities and designs, implements and oversees processes to ensure key tasks are completed in an appropriate and timely manner. (e.g. Burn Centers, Pediatric Hospitals, Adult Hospitals)

  • Create or develop presentations, education seminars, tools, templates and other education or training materials to assist in the creation of state and regional plans.

  • Facilitate and conduct meetings with state and local stakeholders relating to medical operations coordination to include integration with existing transfer/referral systems and the DPH staffed ESF-8 desk.

  • Review documentation and toolkits related to Medical Operations Coordination Cells provided by other states and federal partners.

  • Engage other state partners in discussions regarding Medical Operations Coordination Cells.

  • Draft a written plan for review (MOCC CONOPS).

  • Participate and lead webinars or in person meetings with stakeholders.’

  • Supports continued development and expansion of Emory’s SRDRS patient movement and tracking operational capacity

  • Attends all relevant SRDRS meetings; contributes ideas and monitors the planning process as required.

  • Participates in drafting of required quarterly and annual reports.

  • Performs other duties to support SRDRS as required.

MINIMUM QUALIFICATIONS:

  • A bachelor's degree in business administration or other related field.

  • Five years of experience with an emphasis on project management and finance/budget analysis.

  • Expertise in use of office technology, including the MicroSoft Suite (Word, Excel, Access and PowerPoint); Internet; and e-mail .

  • Excellent written and verbal communication skills.

  • Demonstrated ability to work effectively in a team-based environment.

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to Emory University on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines of department of work. Emory reserves the right to change remote work status with notice to employee.
