Description

The Child Health and Mortality Prevention Surveillance network, or CHAMPS, is a global health surveillance network aimed at preventing childhood mortality in developing countries, particularly in sub-Saharan Africa and south Asia. CHAMPS is a global surveillance network funded by the Bill and Melinda Gates Foundation that generates and shares accurate cause of death data on child mortality enabling scientists and public health leaders around the world to take action. CHAMPS is envisioned to be a long-term surveillance program targeting countries with high rates of children under 5 years old mortality in South-East Asia and Sub-Saharan Africa. CHAMPS has ongoing surveillance activities at nine sites in South Africa, Mali, Mozambique, Kenya, Ethiopia, Bangladesh, Sierra Leone, Pakistan, and Nigeria. CHAMPS collaborates with government ministries and local stakeholders, providing technical and financial assistance.

JOB DESCRIPTION:

  • Coordinates major financial reporting and budgeting activities.

  • Ensures compliance with regulations and reporting requirements.

  • Coordinates the correction of account balances, resolves funding issues and maintains proper accounting controls and procedures.

  • Makes recommendations to management related to long-range financial and cash flow analyses.

  • Prepares and analyzes statistical and financial reports, financial statements and supporting schedules.

  • May assist in preparing, developing and monitoring department/organizational budgets.

  • May maintain grant agreements, policies and guidelines; coordinate grant reporting requirements; review grant funding source compliance; and negotiate grant funding with awarding agencies.

  • May perform indirect cost analysis.

  • May hire, train, and supervise a small staff.

  • Performs related responsibilities as required.

ADDITIONAL JOB DETAILS:

The CHAMPS Senior Financial Analyst will assist in major activities including site financial reporting and invoice processing, contracting, and forecasting activities; ensure compliance in the Program Office, with sub awardees, and at sites (ARM-CHAMPS, Data to Action, Malaria Adult MITS, HIV and other internal sub-awards as needed). Additional activities will include assisting with procurement and co-funding compliance. This position formally sits on the Business Operations team and reports to the Director of Finance and Grants. This position’s responsibilities for CHAMPS includes, but are not limited to the following:

Site Financial Review

  • Assists with the monitoring of processes for financial review of sites (for sponsor, Emory) and improve or update as needed.

  • Provides site financial review support as needed on an ongoing basis.

  • Maintains inventory listing of site’s capital equipment.

  • Analyzes historical CHAMPS activities accounting data and other information to make projections which will aid in short- and long-range financial planning.

  • Projects future trends and prepares long-range operational forecasts of cash flow analysis.

  • Daily advanced use of Excel functionality with data sets from multiple sources.

Procurement

  • Continually monitor procurement database.

  • Assist with the management of relationships with suppliers.

  • Problem solves logistical issues as they pertain to the procurement process.

  • Implement procurement processes and monitor supply levels.

  • Maintains regular schedule sites procurement and forecast. Keeps PO management informed.

Contracting and Invoicing

  • Ensures site compliance with fiscal aspects of subcontracts.

  • Ensures timely invoicing and payment for sub awardees.

  • Collaborate with subject matter experts to ensure contractors are continuing to deliver on the terms of the contract.

  • Reviews ongoing travel expense requests, sub awardees and independent consultant invoices for processing.

  • Maintains all accounting files.

  • Coding and entering of invoices and reimbursements information into the Emory’s accounting system.

  • Tracking workflow processes of payments through the appropriate Emory Accounting System.

  • Work closely with CHAMPS Finance team to ensure accuracy of financial reports and invoices.

  • Maintain internal reports and spreadsheets for CHAMPS program office expenditure and reconciliation to Emory general ledger.

Other Duties

  • Participate fully as a member of the Emory Global Health Institute by contributing, assisting and participating in projects, activities, and initiatives as requested by management.

  • Domestic and/or international travel required 5-10%

  • Other duties as assigned.

  • Primarily Remote – in office 2-3 days a week.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in accounting, business administration, finance or a related field and four years of financial analyst or accounting experience, OR equivalent combination of experience, education, and training.

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in accounting or finance is preferred.

  • 3 + Years experience with complex grant management and analysis.

  • Ability to present financial information to a non-financial audience.

  • Proficiency in Peoplesoft Financial and Business Intelligence tools.

  • Expertise in International financial analysis and contracting processes.

  • Strong organizational skills, with high attention to detail.

  • Exceptional written and verbal communication and interpersonal skills.

  • Exceptional software skills (i.e., PowerPoint, Excel, Tableau, SmartSheet).

  • Knowledge of generally accepted accounting principles and auditing.

  • Ability to effectively apply accounting techniques and perdures in work performed.

  • Work on concurrent assignments and to meet deadlines.

  • Superior analytical and problem-solving skills.

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to Emory University on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines of department. This role requires residency in the state of GA. Emory reserves the right to change remote work status with notice to employee.
