JOB DESCRIPTION:

The Associate Director of Finance Compliance is responsible for all Carter Center financial compliance matters, including policies and procedures, internal control design, testing and auditing, financial risk management, and training. The Associate Director must remain current on all U.S. government requirements and serve as the subject matter expert for the organization. Compliance work will cover both headquarters and field office financial activity. Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required. This position reports to the Vice President, Finance.

FORMAL JOB DESCRIPTION:

  • Responsible for overseeing all financial policies and procedures at headquarters, coordinating updates on a routine basis, and drafting policies and procedures as needed, with a strong focus on financial policies and procedures related to U.S. government funding and procurement regulations and requirements.

  • Provides guidance to all field offices around local financial policies and procedures and provides oversight to ensure that local policies are in line with headquarters and with other considerations such as local legal requirements.

  • Reviews all agreements that carry financial compliance requirements, including donor agreements, subaward agreements to third party partners, and vendor contracts, among others.

  • Identifies and communicates compliance risks in agreements and coordinates response within Finance and other departments as needed.

  • Maintains up-to-date and advanced knowledge of U.S. Government regulations related to assistance (cooperative agreements and grants) and acquisition (contracts), including the Code of Federal Regulations as well as department-specific regulations and guidance within USAID, the U.S. State Department, and other agencies as needed.

  • Additionally, maintains knowledge around other bilateral and multilateral donor award requirements.

  • Participates in all organization-wide Risk Management reviews and assessments with a focus on all financial-related risks.

  • Coordinates response to identified financial risks, including developing or enhancing risk mitigation strategies at headquarters and in the field.

  • Responsible for the design and maintenance of all audit programs around internal control work.

  • Inclusive of both headquarters control testing as well as field office control testing.

  • Coordinates with financial management and other departments as needed to identify the appropriate audit performer (internal vs. external), the timing, and the nature of the work to be performed.

  • External work may include testing in support of the annual financial statement audit, grant or project-specific audits, and agreed-upon procedures related to fraud or other specific testing.

  • Internal work may include specific control-related testing at headquarters as well as broad-based and specific control testing at field offices.

  • Performs testing personally at headquarters and in the field as needed.

  • Analyzes and communicates findings both in specific terms and in the aggregate to financial management.

  • Coordinates and assists the Development department, as needed, with compliance issues related to specific funding agreements across the complete agreement lifespan from pre-award to post-award compliance.

  • Coordinates efforts with the Director - Finance & Controller and the Director - Program Finance, as well as with Development, Overseas Operations and programs as needed.

  • Represents Finance on compliance related matters routinely and as needed.

  • Designs, implements, and leads training programs around financial compliance processes and tools for the benefit of financial and non-financial staff and consultants.

  • Training will include audit design and performance as well as more basic financial controls and processes.

  • Maintains files of all compliance-related documents, including control testing and auditing as well as analysis and communication to management.

  • Maintains professional growth by participating in educational programs and professional organizations and activities to maintain knowledge of national and international trends and to promote leading edge performance and expertise.

  • Provides supervision and management of the financial compliance unit.

  • Ultimately responsible for all work product created and managed by this unit and the level of customer service provided to other areas at the Center.

  • Attends meetings representing the work team as needed.

  • Travels to Carter Center field offices on an as-needed basis.

  • Performs related responsibilities as needed.

MINIMUM QUALIFICATIONS:

  • A bachelor's degree in a related field and five years of experience in financial compliance and financial management, including experience with U.S. government financial regulations, OR an equivalent combination of education, training, and experience.

PREFERRED QUALIFICATIONS:

  • Demonstrated advanced knowledge of U.S. Government regulations, including government-wide and agency-specific regulations is necessary.

  • Experience with U.S. government, bilateral and multilateral funding agreements is strongly preferred.

  • Effective communication skills and the ability to interpret, apply, and communicate complex regulations, provisions, policies, and procedures is necessary.

  • Experience with large, broad-based global accounting systems is preferred.

  • International work experience a plus.

  • Knowledge of French and/or Spanish is a plus.

  • Strong working knowledge of the Microsoft suite of work products is required.

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to Emory University on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines of department of work. Emory reserves the right to change remote work status with notice to employee.
