SUMMARY:

The Grants and Compliance Officer (GCO) is primarily responsible for managing adherence to donor rules and regulations from pre-award to contract close-out. The Officer will provide support on grants and cooperative agreements from the United States government, in supporting the Development Officers who manage grant awards. The GCO works in close communication with Program, Finance, Office of International, Communications, and field staff colleagues. Due to the travel locations, Hostile Environment Awareness Training (HEAT) may be required.

PREFERRED QUALIFICATIONS:

  • Advanced knowledge of U.S. Government awards including cooperative agreements and grants.

  • Excellent communication skills.

  • Interest in/knowledge about global health/developing countries/neglected diseases.

  • Ability to interpret, apply, and communicate complex regulations, provisions, policies, and procedures.

  • Exposure to FAR/USG contracting a plus, as is exposure to non-U.S. Government bilateral funders, international experience, QuickBooks and/or Microsoft Dynamics GP proficiency.

FORMAL JOB DESCRIPTION:

  • Responsible for managing adherence to donor rules and regulations from pre-award to contract close-out, within an NGO environment.

  • Provides professional expertise in primarily United States Government contract administration, supporting organizational leadership who manages the award, and works in close communication with Program, Finance, Program Support, Public Information, and field staff colleagues.

  • Contributes to compliance planning during subagreement, proposal/workplan, budget, and amendment development.

  • Supports leadership's review of awards and modifications prior to signature to ensure that the most favorable terms are included and that the terms are consistent with the organization's policies and procedures.

  • Reviews executed awards to identify all compliance requirements.

  • Develops tools and templates for financial and programmatic compliance throughout award period.

  • Liaises with the finance department to monitor program activities, and conducts field office site visits to ensure consistency with grant terms and conditions, timelines, budgets, and performance measures.

  • Liaises with the field to assist in budget format compliance (with particular focus on the differing internal and donor budget formats), and proper recording of grant expenditures.

  • Identifies situations where contractual obligations may not be met and develop and execute a plan to mitigate risks.

  • Trains other staff in standardized procedures for efficient award and sub award management and recommend best practices.

  • Assists as needed in the coordination, planning, and execution of annual audit by independent public accountants.

  • Maintains files, and assists in reviewing financial reports and programmatic narratives.

  • Articulates and advocates for the organization's position on matters of regulation and other contractual issues.

  • Performs other related duties as required.

MINIMUM QUALIFICATIONS:

  • A Bachelor's degree in a related field and four years of negotiating experience and direct management of contracts and other agreements, or an equivalent combination of education, training, and experience.

  • Advanced knowledge of U.S. Government grant management regulations and policies.

  • Ability to travel internationally. Excellent communication skills and Microsoft Office, QuickBooks, and Microsoft Dynamics GP proficiency.

  • Ability to interpret, apply, and communicate complex regulations, provisions, policies, and procedures.

NOTE: This role will be granted the opportunity to work from home temporarily during the COVID-19 pandemic, with intent to return to an Emory University location in the future. Emory reserves the right to change this status with notice to employee.
