The Carter Center is recognized as a pioneer and leader in the field of election observation. It has monitored 113 elections in 39 countries, helping to ensure democratic elections that reflect the will of the people. When the Center first started observing elections in the late 1980s, the Cold War was ending and a wave of democratization was spreading globally. In the last 10 years, however, the trend toward greater democracy has plateaued, and citizens in many parts of the globe are now confronting challenges from authoritarian governments and narrowing political space.

Beyond elections, the Center seeks to deepen democracy by nurturing full citizen participation in public policy-making and by helping to establish government institutions that bolster the rule of law, fair administration of justice, access to information, and government transparency.

A culture of respect for human rights is crucial to permanent peace. The Center supports the efforts of human rights activists at the grass roots, while also working to advance national and international human rights laws that uphold the dignity and worth of each individual.

When democracy backslides or formal diplomacy fails, the Center offers conflict resolution expertise and has furthered avenues for peace in Africa, the Middle East, Latin America, and Asia.

Description

The Program Associate organizes, coordinates and plans operational facets of the Democracy Program’s projects.Works with relevant headquarters, project field staff, consultants and external experts to achieve project goals.

JOB DESCRIPTION:

  • Conducts research and gathers accurate information to develop publications. Represents the program at international meetings and conferences, and networks with affiliated groups.

  • Primary duty is organizing, coordinating, and planning operational facets of a global program and its related activities which include, but are not limited to the following: researching factors that may impact the success of the program, and working with individuals or groups to research and document program requirements in order to provide appropriate input.

  • Monitors and reports progress of objectives and goals of the program.

  • Develops promotional materials/venues, manages relational databases, and establishes/forecasts budget requirements.

  • Develops work plans to accomplish objectives and monitors progress toward their achievement.

  • Monitors expenditures and may prepare financial reports; may assist in identifying funding resources and developing fund-raising strategies and initiatives.

  • Prepares operational reports to assist in effective decision-making.

  • Conducts training, represents the program at international meetings and conferences, and networks with affiliated groups.

  • May write or develop project and budget documents, reports, speeches, briefings, newsletters, promotional materials, grants or other written materials related to the program.

  • Conducts research and gathers accurate information to develop various publications.

  • Manages relevant budgeting, grant and sub-grants, accounting, and program files.

  • May assist in developing and coordinating program-related conferences, conventions, or meetings.

  • Provides limited administrative support, and assists in handling logistics for meetings, conferences and travel.

  • May supervise employees, interns, work-study students, volunteers.Performs related responsibilities as required.

ADDITIONAL DETAILS:

  • Occassional travel may be included to perform job responsibilities.

  • Due to the travel locations, the Hostile Environment Awareness Training (HEAT) will be complete post-hire by the selected individual.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in a field related to the progra.

  • Two years of related experience or an equivalent combination of education, training and experience.

PREFERRED QAULIFICATIONS:

  • Master's degree in international studies, political science or related field preferred, but not required.

  • Experience working on issues related to human rights, governance, elections and/or related areas.

  • Strong collaborative problem solving and analytic skills, a high level of personal energy, positive attitude and ability to work in a team setting are essential.

  • Applicant should be detail-oriented, highly organized, and able to work under pressure and tight deadlines.

  • Exceptional initiative and follow-through skills that deliver measurable results are crucial.

  • Excellent written and oral communication skills and facility with computers are a must.

  • Prior living or working experience in a developing country is desirable.

  • Project design and management experience with an NGO, international agency or government agency is a plus, as well as relevant election monitoring experience.

  • Ability to communicate effectively in a foreign language is desirable.

NOTE: This role will be granted the opportunity to work from home temporarily during the COVID-19 pandemic, with intent to return to an Emory University location in the future. Emory reserves the right to change this status with notice to employee.
