The Campaign Effectiveness Program Director provides strategic leadership and technical direction forallaspects ofthislarge and complex international program.

  • Responsible for overall management, technical development,evaluation,implementation, personnel, budget andfinances.

  • Buildsand maintainspartnerships and relationshipswiththe funder and other stakeholders including directors and implementers of thesixtargeted campaigndomains.

  • Directs the strategic planning, development, operationsand evaluationofthe coalition andprogram.

  • Plans, administers and monitors program budgets.

  • Develops short and long term goals and objectives.

  • Representsthe program in various international settings.

  • Collaborates with and seeks the support of representatives from other organizations.

  • Establishes and administers policies and procedures.

  • Supervises staff. Performs related responsibilities as required.


  • TheCampaign Effectiveness (CE) Program Directoris responsible for providing strategic direction to thecoalition and the broader CE initiative.

  • TheCE Directorwill guidecoalitionmembersand other program stakeholdersin developingashared vision for the coalition and the broader campaign effectiveness initiative;developa monitoring, evaluation and learning framework for the initiative;and work with high level sponsors and directors of campaigns, WHO and other organizations in developing a new paradigm in how campaigns should be developed and implemented.

  • TheCE Directorserves as the main liaison tothefunding partner and stakeholders.

  • TheCE Directoris responsible foroverseeingthe day-to-day implementation of the activities of theprogramand in meeting the milestonesas specified by the funder.

  • Specific responsibilities include, but are not limited to the following:


  • Guidesthedevelopment of the Coalitionalong withtheapproach toidentifyingand documentingofbest practices

  • Provides leadership and strategic input on technical assistance, policy analysis, and the preparation of reports, agendas, and other work productsin support of theCoalition and broader CE initiative,

  • Oversees the operational researchand knowledge managementagenda

Liaison with External Partners/Collaborators

  • Represents theCE coalition and initiativeat meetings, conferences;and withglobal institutions, donors,and key stakeholders

  • Maintains close communication and collaboration withcoalitionmembers, leadership within campaigns and the other partners within the CE initiative

  • Consistently works to strengthen relationships with existing partners


  • Assures communication strategy supports the goals of thepartnership, informs stakeholders and builds bridges among stakeholders, as needed.

  • Works with CommunicationsDirectorandother partners to implement a vital communications strategy that galvanizes stakeholders, provides essential information to them, and builds thecoalition

General Administrative Responsibilities

  • Assures that appropriate and necessaryprocessesare in place and functioning to meetthegoals of the program

  • Oversees operational functions including financial management, qualityassurance, andcommunications

  • Oversees & directs development ofprogram activities.

  • Managesthe budget, prepares and reviews technical and financial reports.


  • Participates fully as a member of the Task Force for Global Health by contributing, assisting and participating in projects, activities, and initiatives as requested byTask Forcemanagement


  • 30-40% travel (domestic and international) may be required.


  • MD or PhD with background in public health,health research, monitoring and evaluation, or related field.

  • Strategic, global thinker with a deep commitment to global healthand/or development and the ability to influence, inspire confidence, build consensus and work successfully with varied global audiences

  • Expertise in global healthwith direct experience working in countries with Ministry of Health officials.

  • 15or moreyears ofexperience at the senior level in strategic planning, program development, program management for international health programs of relevance.

  • Proven management and organizational skills, including experience in leading, building, and successfully managing a diverse teamand building coalitions.

  • Understanding and experience collaborating and building partnerships, including working with Ministries of Health in low to mid-income countries; foundations, NGOs, and private donors

  • Ability to think conceptually, strategically, organizationally, trans-disciplinarily, and analytically to build public health programs.

  • Experience in establishing and overseeing global coalitions.

  • Demonstrated ability to lead and manage change.

  • Strong interpersonal and communication skills.

  • Excellent written and verbal English skills.


  • Demonstrated ability to think conceptually, strategically, organizationally, and analytically, that led to the development ofsolutions andeffective management ofcomplex relationships and problems

  • Demonstrated track record of success in building, leading, facilitating, and managing partnerships; demonstrated ability to build and maintain relationships with a wide array of global health elites and thought leaders

  • Previous experience and demonstrated successes in building coalition or alliances of partners and developing robust governance frameworks

  • Well-developed understanding ofglobal health campaignsand key issues in global partnerships and coalitions, with the ability to recognize emerging issues, assess opportunities, and coordinate stakeholders

  • Outstanding communication (both oral and written) and presentation skills

The Task Force for Global Health is an Emory University affiliate located in Decatur, GA. Its eight programs focus on building robust public health systems that serve all people. Program areas include neglected tropical diseases, vaccines, and health systems strengthening. The Task Force for Global Health was recognized for its extraordinary contributions to alleviating human suffering with the 2016 Conrad N. Hilton Humanitarian Prize, the world's largest award of its kind. The Task Force is ranked among the largest nonprofits in the United States due to in-kind contributions of medicines and vaccines from major pharmaceutical companies valued at billions of dollars annually.


Large-scale health campaigns that address specific diseases, risk factors, or prevention strategies have had enormous, positive impacts on global health. However, there are several significant problems inherent in the current approach to health campaigns that markedly limit both the near-term effectiveness and the long-term sustainability of such campaigns. These problems relate to shared learning and best practices across campaigns; the potential for shared planning, inputs, and infrastructure for campaigns; and campaign coordination with routine health systems. The Task Forcefor Global Health (Task Force), inpartnershipwith theBill&Melinda GatesFoundation,have created the Campaign Effectiveness Programto develop and facilitatea multi-stakeholder coalition to re-imagine the role of health campaigns and improve their performance. Thecoalitionconsists ofleaders from across six large-scale health campaign domains: malaria, neglected tropical diseases, Immunization, Polio, Child Health Weeks, and vitamin A. The coalition, supported by the Task Force and Foundation partners,willidentify, validate and promote the adoption of best practices across campaigns; identify and exploit opportunities for shared planning, inputs, and infrastructure among campaigns; and develop guiding principles and other tools to promote and improve coordination between health campaigns and routine health systems.The goal of the Campaign Effectiveness initiative is to change the paradigm on how campaigns are developed, funded and implemented.
