Description

JOB DESCRIPTION:

Serves as a senior member of the NTD-SC Senior Management team, which provides guidance across the entire portfolio. Provides strategic leadership and planning as well as development and operations for various aspects of a large and complex international program. Oversees the IT strategic planning, technology solutions, service quality, and overall operations of NTD Data Center. Responsible for overall management, technical development, implementation, personnel, budget and financial oversight of program. Build partnerships and relationships, serves as key liaison with donors. Serves as a leader and maintains responsibility for coordination and decision-making for the NTD Data Center team and provides day-to-day strategic oversight of the Data Center Staff members. Plans, administers and monitors program budgets. Develops short and long term goals and objectives. May represent the program in various national and international settings. May manage the solicitation of funding from foundation, corporate, individual and governmental donors. Collaborates with and seeks the support of representatives from other organizations. Establishes and administers policies and procedures. Supervises staff. Performs related responsibilities as required.

PRIMARY RESPONSIBILITIES:

  • Provides strategic leadership and technical direction for various aspects of a complex USAID supported international program.

  • Works closely with USAID, coalition of implementing partners, and global actors building and facilitating partnerships and relationships.

Leadership

  • Works in partnership with the Directors of the NTD-SC and Public Health Informatics Institute to provide oversight and direction in all aspects of developing and meeting the strategic objectives of the USAID NTD Data Center.

  • Ensure that critical services provided to all components of the NTD Data Center are cost effective, consistent with agreed upon service levels, and achieve a high level of operational excellence.

  • Collaborates with the Directors to assure that financial and business goals are met.

  • Manages the strategic planning, business planning, and operational planning processes and their implementation for the NTD Data Center.

  • Establish a team culture that is inclusive and exemplifies a commitment to assure the informatics needs of the donors and partners are met.

Program Management

  • Leads and facilitates growth to ensure that NTD Data Center evolves and adapts its programmatic and technical capabilities in step with the evolving global health and development environment and the priority needs of USAID NTD programs and NTD-SC’s supported operational research.

  • Develops and implements management processes, procedures, and systems needed to ensure activities operate smoothly.

  • Provides leadership and strategic input on technical assistance, policy analysis, and the preparation of reports, agendas, and other work products.

  • Explore innovative technologies and introduce concepts to the donors and partners for consideration

  • Measure impact and value created by the NTD Data Center

  • Collaborate with the program office and site leadership to obtain key information to make informed system and design decisions

  • Build collaborative partnerships with USAID and partners

  • Advocate for the Data Center team and its needs, communicate constraints

  • Understand and communicate to the NTD-SC and PHII teams the key issues and concerns of the donor and partners

Resource Management

  • Maintains a strategic and tactical view over the financial resources, staff, contractors, and material needed in pursuit of NTD Data Center’s strategic priorities, mission, goals and objectives.

  • Provides leadership, support, and supervisory oversight to direct reports, including full-time staff, consultants, volunteers, and students and monitors their progress toward their performance goals.

  • Provides input and guidance into the staffing process; actively participates in staff recruitment, development, and retention activities.

  • Ensures that program budgets are developed and utilized in coordination with the Directors.

  • Ensures that funders are provided with quarterly financial updates and reports and progress updates as needed.

  • Oversee development and use of NTD data management system to support USAID and partners.

  • Engage with / oversee NTD Data Center staff engagement with USAID and partners on requirements gathering and system improvements to ensure needs are met.

  • Develop clear definitions of NTD indicators.

  • Collaborate with USAID and partners to oversee development of reports and data visualization, including standard reports, flexible dashboards, and raw data outputs.

  • Oversee generation of ad hoc and routine datasets and data products to be provided to USAID and implementing partners to facilitate reporting and learning.

  • Oversee provision of feedback to implementing partners and USAID on data quality.

Facilitate data analysis and learning:

  • Facilitate a culture of data-driven learning across USAID’s NTD programs through increasing access to and use of raw and synthesized data.

  • Collaborate with USAID and partners to create and operationalize a Learning Agenda.

  • Conduct pause and reflect sessions with USAID and partners to review and interpret data, in order to inform strategic programmatic decisions.

  • Lead/Oversee data analytics to inform programmatic decision-making.

  • Lead and collaborate the development of presentations, publications and technical briefs.

  • Facilitate cross-country learning through portfolio wide analysis and sharing evidence with USAID implementing partners, in-country ministry teams and the global community as appropriate.

  • Explore opportunities to link programmatic data with OR data and to include spatial data in the database.

Ensure effective collaboration:

  • Collaborate with USAID and implementing partners to identify learning opportunities, answer learning questions, and facilitate reporting.

  • Work closely with WHO HQ and ESPEN to move forward and streamline approaches to data analysis.

  • Liaise with ministries of health, research partners, and other key stakeholders as needed

MINIMUM QUALIFICATIONS:

  • A master's degree in public health, social sciences, public administration or a related field and ten years of related experience which includes five years at a management level, or equivalent combination of education, experience, and training.

NOTE: This role will be granted the opportunity to work from home temporarily during the COVID-19 pandemic, with intent to return to an Emory University location in the future. Emory reserves the right to change this status with notice to employee.
