BACKGROUND: The Task Force for Global Health is an Emory University affiliate located in Decatur, GA. Its eight programs focus on building robust public health systems that serve all people. Program areas include neglected tropical diseases, vaccines, and health systems strengthening. The Task Force for Global Health was recognized for its extraordinary contributions to alleviating human suffering with the 2016 Conrad N. Hilton Humanitarian Prize, the world's largest award of its kind. The Task Force is ranked among the largest nonprofits in the United States due to in-kind contributions of medicines and vaccines from major pharmaceutical companies valued at billions of dollars annually.

TEPHINET BACKGROUND: The principal mission of the TEPHINET is: To strengthen international public health capacity through initiating, supporting, and networking of field-based training programs that enhance competencies in applied epidemiology and public health practice. In addition to this mission, TEPHINET provides administrative and management support to many international public health projects, some of which are related to the field epidemiology training programs.

PRIMARY RESPONSIBILITIES: The Financial Analyst serves as the financial expert for the TEPHINET Program, managing both federal and private foundation funding. TEPHINET provides technical support to Field Epidemiology Training Programs (FETP) within countries around the world. The Financial Analyst will provide financial management support to Task Force-registered offices abroad. The Financial Analyst will also provide oversight, monitoring, and troubleshooting related to financial management issues within these entities. The TEPHINET Financial Analyst will be responsible for:

  • Ensuring that the accounting, budgeting, and financial analysis functions are operating effectively and efficiently Participating in pre-award reviews and assessments.

  • Ensuring compliance with audit requirements for all contracts, grants, and cooperative agreements and preparing and executing the annual audit management plan as well as Task Force’s annual single audit.

  • Keeping the leadership team informed of significant issues related to planning, implementing and monitoring of funding streams. Preparing required monthly/quarterly and ad hoc financial reports required by funders and TEPHINET leadership.

  • Preparing quarterly accruals and reviewing closeout documents to ensure that finance-related closeout actions such as completion of required audits and payment of final claims and de-obligation of excess funds are properly carried out.

  • Assessing prospective recipient organization’s financial management practices, ensuring that the entities can adhere to funding/auditing requirements.

  • With the leadership team, preparing budgets and budget modifications for funding streams.

  • Reviewing general ledger accounts, reconciling errors and adjusting journal entries where necessary and providing project management teams with monthly reports on updates.

  • Monitoring revenues and expenses, and advising TEPHINET leadership of significant variances in budgets including cash flow, under- and over-spending patterns.

  • Analyzing past and current financial data and preparing expense and revenue forecasts.

  • Tracking payment towards all sub-contracts and consulting agreements with continuous updates.

  • Overseeing the processes for paying vendor and consulting invoices including processes for entering them into the Financial Edge Accounts Payable system.

  • Preparing and maintaining time and attendance records and payroll allocations.

  • Liaising with Task Force IPS to identify and resolve TEPHINET financial management issues.

  • Lead monthly budget meetings with Team Leads and quarterly budget meetings with the Deputy Director.

OTHER RESPONSIBILITY: Participate fully as a member of the Task Force for Global Health by contributing, assisting and participating in projects, activities, and initiatives as requested by management.

TRAVEL: 10% or less international

PREFERRED QUALIFICATIONS:

  • Master's degree in accounting, business management, finance or a related field

  • Familiarity with CDC Cooperative Agreements and related financial processes and obligations

  • Strong understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB).

  • Experience working in the international arena

  • Experience providing financial analysis support to projects

  • Accomplished MS Excel user

  • Knowledge of Blackbaud’s Financial Edge software

  • Proactive, problem-solving orientation

FORMAL JOB DESCRIPTION:

  • Analyzes historical accounting data and other information to make projections which will aid management in short- and long-range financial planning.

  • Coordinates action necessary to correct account balances and maintain proper accounting controls and procedures.

  • Assists in year-end audits and in ensuring the accuracy of accounting data.

  • Analyzes financial statements and prepares and analyzes financial reports to represent current and projected financial status.

  • Projects future trends and prepares long-range operational forecasts and cash flow analysis.

  • May assist in preparing, developing and monitoring budgets.

  • May perform indirect cost analysis.

  • Performs related responsibilities as required.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in accounting, business management, finance or a related field and four years of financial analysis or accounting experience, OR equivalent combination of experience, education, and training.
